John P. Cooper

Managing Partner


John founded Capital Link in 1987 after serving as Chief of Staff for the Kentucky Senate. He is the chief legislative and administrative agency strategist for Capital Link, as well as its managing partner. 


John's reputation as one of Kentucky's leading legislative agents reflects his comprehensive knowledge of the lawmaking process, administrative agencies, and procurement procedures. His close working relationship with members of the General Assembly often has roots in his decades of work on political and public issue campaigns at the state, local and federal levels. That experience, along with his keen grasp of historical context and political trends, is a vital resource for Capital Link clients.


John's exceptional track record of success in Kentucky is well-established and documented through the successes of his clients, which include trade associations and corporate clients whose interests are closely aligned with the economic health of the Commonwealth. His work for clients extends to Kentucky's delegates in Washington on behalf of Kentucky bankers, physicians, companies and local communities. He is particularly proud of work relating to the siting of the Toyota Motor Manufacturing Plant in Georgetown.



John's civic engagement across the state includes service as Vice-Chairman of the Board of Regents of Eastern Kentucky University, from which he holds multiple undergraduate degrees. For his work on behalf of his adopted hometown of Georgetown for over 40 years, John was cited in the book The Best of Scott County as one of the most influential people in shaping Scott County's history. John is the proud father of three grown children and eight grandchildren. 


Russ Woodward

Director of State Legislative Affairs


Before joining Capital Link in 2007, Russ held senior level positions throughout state legislative and executive branch agencies, assisting in all aspects of the legislative process. That experience enables him to serve his clients' with a clear understanding of the inner workings of the state government and Kentucky General Assembly. His portfolio of clients includes Fortune 500 corporations, Chambers of Commerce and trade associations of every size.


As Director of State Legislative Affairs at Capital Link, Russ has worked on every major piece of legislation that has come before the General Assembly over his career. In that process, he developed close relationships across federal, state and county governments, enabling the seasoned counsel and strategic planning contributions that are valued resources for every client of the firm. 



Russ received a Bachelor of Arts in Political Science from the University of Kentucky and a Jurist Doctorate from Northern Kentucky's Chase College of Law. A lifelong Kentuckian, Russ now lives in Louisville with his wife Mackenzie and their two kids, Harper and Colton.


Richie Sanders

Government Affairs and Economic Development


Richie's thirty-five years of experience in federal, state and local government includes eighteen years in the Kentucky General Assembly, where he chaired the Senate Appropriations and Revenue Committee and served as Caucus Chairman in the Senate.


Since leaving the Senate, Richie has been able to expand his advocacy into the complex realm of economic development, drawing upon his certification as a Community Development Block Grant writer. As Economic Development Director for Scottsville–Allen County, he has worked with agencies such as the Kentucky Transportation Cabinet, the Kentucky Economic Development Cabinet, the Kentucky Department of Local Government, the Tennessee Valley Authority and the Laura Goad Turner Foundation on obtaining grants. His clients find that his long experience with both business and government gives him a rare ability to achieve coordination across various levels of bureaucracies to help government work at its best. Richie currently serves on the Board of Directors for the Kentucky Association of Economic Developers. 


In addition to running his own political campaigns, Richie was a consultant for Congressman Brett Guthrie's first congressional campaign. His community service has included the boards of Hospice of Southern Kentucky, United Way of Southern Kentucky, South Central Bank, and Rotary International where he has been named a Paul Harris Fellow. Richie is a graduate of Western Kentucky University.


Greg Coker

Government Affairs / Management Development


Greg brings to Capital Link over twenty years of experience in corporate government affairs, public relations and organization development. He is a former Commissioner of the Kentucky Public Service Commission, a public-school board member and a statewide leader on numerous boards, commissions and trade associations. His working relationships with members of Kentucky's General Assembly often reflect collaborations that span decades.


Greg's direct lobbying at the local, state and federal level has played significant roles in the shaping of public policy, while his award-winning grassroots programs have galvanized thousands in the political process. Greg is a three-time best-selling author and travels the country delivering keynote speeches and conducting workshops based on the principles of leadership, employee engagement, culture and purpose. 


Greg received both his undergraduate and masters degrees from Western Kentucky University. He and his wife Nicki have two children and three grandchildren.


Russ Woodward

WES SOUTHWORTH


Wes joined Capital Link in 2023, after almost a decade of practicing law. After graduating from the University of Kentucky with a Bachelor of Arts in Political Science he received his Jurist Doctorate from the J David Rosenberg College of Law at the University of Kentucky. Wes practiced a wide variety of law before following his passion for politics and policy to Frankfort. 


In Frankfort Wes was hired as Associate General Counsel and Policy Advisor for the Kentucky Senate President and members of the Republican Senate Majority. While working in the General Assembly he developed relationships with legislators from both chambers as well as members of the executive branch. Working closely with members of the legislature allowed Wes to learn the legislative process from the perspective of the legislators. He was the Senate staffer for many committees, spending most of his time working with the Senate Committee for State and Local Government where he worked on legislation tackling issues across all levels of Kentucky government.



Wes currently lives in Danville, KY with his wife Jessie and their three children, Olivia, Barrett, and Cooper.
